Dr. Spire: From Cartoons to Campaigns, One Scholar’s Battle Against Corruption

KAMPALA: Ugandan scholar, human rights advocate, and editorial cartoonist Dr. Jimmy Spire Ssentongo has emerged as a formidable voice in the fight against corruption. Recently named one of the U.S. Department of State’s 10 Global Anti-Corruption Champions, Ssentongo’s journey blends academic rigor, artistic expression, and bold activism, amplifying his impact both locally and internationally.

A Scholar’s Path to Advocacy

Born into a society widespread with systemic corruption, Ssentongo’s academic pursuits laid the foundation for his activism. As an associate professor at Uganda Martyrs University and Makerere University, he developed a reputation for fostering critical thought among students. But his influence goes beyond the classroom. As a columnist and editorial cartoonist for The Observer, Ssentongo wielded satire and art as sharp tools to expose embezzlement, incompetence, and public sector mismanagement.

Ssentongo’s advocacy reached new heights during the COVID-19 lockdown. Upon returning from a research fellowship at Cambridge, he encountered chaos at Entebbe International Airport, where quarantine enforcement was marred by favoritism and corruption. Travelers, including relatives of influential figures, bypassed quarantine while others were left stranded, extorted, and neglected. At the Central Inn quarantine center, basic health protocols were ignored. “This experience was an eye-opener to the systemic corruption that continues to bleed Uganda,” Ssentongo reflected. From this moment, his criticism of governance sharpened into a mission to amplify the voices of the oppressed.

The Pothole Exhibition: Spotlighting a City’s Neglect

One of Ssentongo’s most impactful campaigns was the Kampala Pothole Exhibition. The initiative was born out of personal frustration on Balintuma Road in the capital Kampala, where he witnessed a car lose its bumper to a gaping pothole. Motivated by the deteriorating state of Uganda’s capital, he launched a social media campaign, mobilizing citizens to post images of potholes. Within a day, over 13,000 posts flooded X (formerly Twitter), drawing national and international attention.

The government initially dismissed the campaign as unpatriotic, arguing it could harm tourism. Yet the pressure proved too significant to ignore. President Museveni ordered the release of UGX 60 billion for road repairs, a victory that underscored the power of collective advocacy. The campaign remains a symbol of how grassroots movements can challenge complacency and compel action.

Uganda’s Healthcare Woes: A Grim Exhibition

Ssentongo’s next campaign tackled Uganda’s healthcare crisis. Through the #UgandaHealthExhibition, he exposed shocking realities: patients treated on hospital floors, doctors using gloves as makeshift shoes during surgeries, and rampant bribery in medical facilities. While the Ministry of Health downplayed the revelations, blaming funding gaps, Ssentongo’s campaign sparked widespread outrage and a renewed call for systemic reforms.

“The issues in healthcare are not just about money,” he argued. “They are about accountability, planning, and prioritization.” The campaign empowered citizens to demand better healthcare while galvanizing medical professionals to speak out against systemic inefficiencies.

Exposing Corruption in Parliament

In 2024, Ssentongo joined the #UgandaParliamentExhibition, a campaign to expose corruption within the National Assembly. Leaked documents revealed instances of nepotism, misappropriation of funds, and questionable allowances.  The public demanded greater transparency and accountability, with Ssentongo at the forefront, advocating for systemic reforms to restore public trust.

Challenges and Resilience

Ssentongo’s relentless activism has not come without risks. Earlier this year, he alleged that his communications were being tracked. “Sorting Spire, or any individual who demands accountability, won’t solve the problem,” he tweeted. “Even if you kill Spire, more aggressive Spires will rise.”

Despite facing accusations of being a foreign agent and threats to his safety, Ssentongo remains steadfast. His advocacy is rooted in empathy for marginalized communities and a vision for a just Uganda. “I speak not for myself but for those without a voice,” he said.

A Legacy of Hope and Accountability

Dr. Jimmy Spire Ssentongo embodies the resilience and creativity needed to tackle corruption in Uganda. His campaigns have not only exposed systemic vices but also mobilized citizens to hold leaders accountable. Whether through cartoons, exhibitions, or public discourse, his work serves as a beacon of hope for a nation yearning for equity and justice.

In a society where speaking truth to power is met with resistance, Ssentongo’s journey underscores the transformative power of courage, advocacy, and an unyielding commitment to the truth.
